2021年10月18日下午,应清华大学公共管理学院《公共组织与管理》课程主讲教师吕孝礼副教授邀请,海外发展研究院(Oversea Development Institute, ODI)首席执行官Sara Pantuliano博士为选课同学做了题为Localisation: Capacity, Complementarity, COVID-19的专题讲座。

 

Pantuliano博士主要从能力、互补性,以及新冠全球疫情对本土化的影响等人道主义援助热点议题为同学们展开讲解。她首先介绍了能力缺失所导致的本地化援助缺失问题,认为当前的国际参与者缺乏对救援所需能力的共识和相关知识。然后,她提出,在当前的应急场景中,本地化援助的互补性并没有得到国际参与者重视,可能原因包括低互信、不平衡的力量以及缺乏对其合法性的认知等因素。在此基础上, Pantuliano博士提出问题,COVID-19是否会加速本土化的进程?并与学生展开了深入热烈的探讨。她认为,COVID-19带来了诸多方面的改变,如修辞转变、促进本土化的制度化等。随后,Pantuliano博士就为什么需要改变,面临的困境和挑战以及救援参与主体如何实现有意义的转变展开讨论。她提出,为了适应人道主义需要,走向本土化势在必行,虽然过程中可能会遭遇结构阻碍、激励困境等难题,但救援参与主体应通过转变思维、适度放权,为变革创造正向激励,更关注救援质量而非数量。最后,Pantuliano博士与同学们讨论了不同国家的应急管理实务,为同学们答疑解惑。

 

 

 

专家介绍

 

Dr Sara Pantuliano is Chief Executive at ODI, where she earlier served as Managing Director and Director of Humanitarian Programmes. She is a member of the UN Peace Building Fund’s Advisory Group, the High-Level Group on Humanitarian Resilience and Investing, the Digital Currency Governance Consortium Steering Committee and the Global Future Council on the New Agenda for Fragility and Resilience of the World Economic Forum (WEF), and the High-Level Commission on the Nairobi Summit on ICPD25 Follow-up, Managing Editor of Disasters journal, Trustee of The New Humanitarian, and Vice-Chair of the Board of Muslim Aid. She also served on the boards of Oxford University’s Refugees Studies Centre and the UN Association of the UK, and as a member of the ‘Independent Team of Advisers’ to ECOSOC on the reform of the UN Development System. She previously led a high-profile UN response in Sudan’s Nuba Mountains, acted as an observer at the IGAD Sudan peace process and lectured at the University of Dar es Salaam. She holds a PhD in Politics and has written extensively on conflict and humanitarian affairs.
