近日,清华大学公布2023年度清华大学优秀硕士学位论文获奖情况,课题组武玥的学位论文《叙述未来:专家风险研判中的会话与互动研究》被评为校级优秀硕士学位论文,留学生黎宝音的学位论文《在荷兰的乌克兰女性难民:脆弱性和能力》被评为公共管理学院院级优秀硕士学位论文。

论文题目:《叙述未来:专家风险研判中的会话与互动研究》

论文内容介绍:突发事件协同研判是应急管理的重要环节,而专家对于风险的研判是突发事件研判的关键。目前,已有研究主要关注专家研判过程的结构性因素,但囿于数据可得性,专家风险研判的具体过程和行为仍然是一个尚未打开的“黑匣子”。论文探索专家风险研判的会话与互动策略,选取新冠肺炎疫情防控策略调整专家会作为研究场景,构建了“研判选择—话语构建—观点互动”的研判过程框架,对专家风险研判过程进行会话分析。研究贡献在于揭开专家风险研判过程的黑箱,发现专家叙述未来时的会话策略和使用规律,解释专家互动语言所反映的真实意图,并在实务工作角度探讨优化专家风险研判机制的启示。未来,可以通过情景模拟实验采集更多的数据,进一步检验专家风险研判的话语互动规律。

论文内容介绍:由于俄乌战争的爆发,大量的乌克兰女性难民正在其他国家寻求庇护。欧盟临时保护指令的启动使乌克兰女性难民处于一种特殊境地。然而,人们对她们的现状和面临的挑战了解不足。论文通过了解她们的经历,揭示乌克兰女性难民在荷兰的脆弱性和能力,并提出政策建议以改善她们的处境。论文通过对居住在荷兰的乌克兰女性难民进行半结构化访谈,并辅以网上报纸文章的公开信息收集相关证据。能力与脆弱性分析(CVA)的结果表明,大部分寄宿在荷兰家庭的乌克兰女性难民富有韧性和适应性,并尽可能利用自己的能力来面对作为难民的脆弱性。“脆弱难民”的形象并不适用于这个群体。然而,论文也发现需要有更好的政策帮助解决乌克兰女性缺乏组织化和连贯性的信息、缺乏包容性和长期性的难民政策等问题,以及求职和心理健康等方面的需求。论文主要关注了生活在寄宿家庭里的乌克兰女性,因此需要进一步研究生活在难民营和庇护所的乌克兰女性的需求。

 

Abstract of the Thesis: As a result of the war between Ukraine and Russia, large numbers of Ukrainian women refugees are seeking refuge in other countries. Ukrainian women are in a unique situation due to the temporary protection regulation that was introduced by the EU. Not much is known about their current situation and the challenges they face. The purpose of this thesis is to get a sense of the vulnerabilities and capacities of Ukrainian women  refugees in the Netherlands and propose policy recommendations to improve their situation based on that knowledge. Evidence was gathered through in-depth, semi-structured interviews with Ukrainian refugee women residing in the Netherlands, complemented with information from online newspaper articles. A Capacities and Vulnerabilities Analysis (CVA) has revealed that most Ukrainian refugee women residing in host family situations in the Netherlands have proven themselves to be resilient and adaptable and have utilised their capacities to face the vulnerabilities of  being a refugee. The image of‘vulnerable refugee’does not apply to them. However,  the thesis has also uncovered the need for better policies to tackle Ukrainian women’s  challenges regarding finding a job, a lack of organised and coherent information, a lack of inclusive and long-term refugee policies, and the need to monitor mental health. As this research has mainly focused on women living in host families, further research is needed into the needs of Ukrainian women in refugee centres and shelters.
